SP authorizes re-enacted budget at the start of 2021

The Sangguniang Panlalawigan (SP) of Occidental Mindoro has authorized the re-enactment of 2020 budget pending review and approval of the proposed 2021 Budget amounting to P130 million.

The authorization comes as the Sangguniang Panlalawigan continuous to hear the proposed 2021 budget submitted by the office of Gov. Ed Gadiano.


Under Resolution No. 1 S2021 RESOLUTION AUTHORIZING THE RE-ENACTED BUDGET FOR 2021 PER SECTION 232 OF THE LOCAL GOVERNMENT CODE OF 1991, salaries and wages of existing positions authorized in 2020 are re-enacted as well.

WHEREAS, the annual appropriations for salaries and wages of existing positions, statutory and contractual obligations, and essential operating expenses authorized in the annual and supplemental budgets for the preceding year shall be deemed re-enacted and shall be in accordance therewith per DILG Opinion No. 31, S2019.

The Provincial Government is currently seeking the approval of around P1.8 billion annual budget for 2021, including the P130 million estimated local revenue.

During its December 7 session in 2020, Provincial Treasurer Nancy Rubio admitted before the SP Committee of the Whole that the Provincial Government’s collection only reached 36% of the estimated local revenue amounting to P120 million.

This can be heavily attributed to the pandemic which immensely hampered the economic activities in the province.

Believing that the pandemic may still be present in 2021, SP believes that it will be difficult to collect the P130 million estimated local revenue. The latter is actually hoping that it be set at lower figure.

Thus, the deferment of the approval of the proposed 2021 budget.

Gov. Ed Gadiano however defended it in an interview with Noli De Castro’s program at Teleradyo saying they have established a mechanism to realize the projected 2021 local revenue.

“Yun pong projected income, P10 million lang po ang idinagdag namin ngayon. P120 yung dating inaprubahan nila. Tapos ginawan namin ng collection strategy (kung) papano mare-realized yung P130 million na yun.”

SP Resolution No. 1, S2021 was ‘approved and adopted’ last January 5, 2021. Budget hearing will then resume on January 11 onwards.
