In the wake of two (2) confirmed cases of Covid-19 in the Municipality of Abra de Ilog, Mayor Eric Constantino issued strict and stringent guidelines under Executive Order No. 2020 – 019, Amending Executive Order 2020 – 016, S2020.
Entitled “MGA ALITUNTUNIN NA DAPAT SUNDIN SA PAGKAKAROON NG UNANG MGA KASO NG COVID SA BAYAN NG ABRA DE ILOG AT PAGSUSUOG SA ILANG BAHAGI NG E.O. 2020-16 (MODIFIED COMMUNITY QUARANTINE), paragraph 3 of Section 2 prohibits the conduct of social gathering that will attract crowd, leading to violation of minimum health standards.

These include videoke, social drinking, birthdays, weddings, leisure swimming, and others.
Section 2. Mga Gawaing Pinahihintulutan; Pagsunod sa mga Pamantayang Pangkalusugan (Minimum Health Standards); – Sa loob ng takdang panahon, na di pa nalalaman ang hangganan ng lawak ng pagkalat at paglalin ng COVID-19 sa ating bayan, pansamantalang ipinagbabawal muna ang mga pagdaraos ng kasiyahan tulad ng mga videoke, inuman, birthday, kasal o anumang pagtitipon na magdudulot ng umpukan ng mga tao na di-maiiwasang labagin ang pagsuot ng face mask at tamang agwatan na hindi bababa sa isa’t kalahating metrong pagitan bawat tao (minimum 1.5 meters distance between persons).
Further, the prohibitions were based on the findings that Patient No. 44, a female health care worker at Abra de Ilog Community Hospital who tested positive of Covid-19, had direct contact with 112 individuals through those activities, thereby exposing them to the risk of contacting coronavirus as well.
Sa ganitong mga kaganapan nagdami ang nakasalamuha ni Pasyente 44 na may paglabag pa ng lahat ng dumalo sa mga iniaatas ng pamantayang pangkalusugan laban sa COVID-19. Wala ng social distancing, wala ng face mask, nagtagay pa ng inumin at nung kalaunan ay maaaring may epekto na ng alak kung kaya’t naglaho na ang lahat ng pag-iingat.
Clearly, her actions constitute violation of quarantine protocols.
While leisure is prohibited, fishing activities shall remain unhampered, but still with strict observance of minimum health standards.
Mayor Eric Constantino, together with Vice Mayor Boyet Quito and members of Abra de Ilog IATF, added that agricultural and farming activities, public and office works, and business activities allowed by Executive Order No. 2020-016 may proceed only with strict compliance with the conditions provided by the latter.
Mayor Eric Constantino also ordered a work stoppage of all construction work projects not until the contractors or concerned agencies show RT-PCR Negative Results of all construction workers, particularly those coming from outside Abra de Ilog.
The construction workers are to submit their RT-PCR Negative Result to concerned Barangay and Municipal Health Office before proceeding to areas where their project work is situated.
Said RT-PCR Negative Result is to be obtained by construction workers from their origin before traveling to Aba de Ilog.
As laid down in Section 3, the established checkpoint area at Brgy. Armado is empowered to strictly accost, deny or allow entry to construction workers who are bound to and assigned to work or project situated in Abra de Ilog.
At the checkpoint area, they are to present their ID, work permit indicating the construction project site, work designation, duration of stay, and signed by their company officer-in-charge. More importantly, their RT-PCR Negative Test Result.
Ang checkpoint sa Armado ay inaatasang salain, sitahin at pagbawalan ang lahat ng manggagawang taga labas na magtrabaho sa bayan ng Abra de Ilog ng walang kaukulang ID, work permit (nakalagay ang construction site, work disgnation, duration of stay, may lagda ng company officer-in-charge) at panakamahalaga sa lahat ang RT-PCR Negative Test Result ng nasabing manggagawang ibig makapasok at makapagtrabaho sa Abra de Ilog.Section 3 (par. 4)
To further strengthen the process, barangay officials are given the authority to flag down and check on construction company and its workers entering their area of responsibility, particularly those coming from areas and municipalities with high cases of positive Covid-19.
Construction workers are supposed to show to barangay officials the same documents they have presented at the checkpoint area in Brgy. Aramado, including “Clearance To Work” issued by the Municipal Health Office.
Curfew And Controlled Sale/Consumption of Liquors
Appealing for everyone’s cooperation, Mayor Eric Constantino is implementing Curfew hours as indicated in Ordinansa Blg. 216-2020.
He also reminded his constituents that only those aged 21 – 59 years shall be allowed to go outside their residence to buy necessities and authorized transactions as long as they don’t have a cough, colds, and other health risks.
The sale, purchase, and consumption of alcohol shall be stringently instilled.
As per Section 5, violations against any of the provisions stated in Executive Order No. 2020 – 019 and No. 2020 – 016 shall be held liable based on applicable provisions of Revised Penal Code, Republic Act 11332, and other applicable laws.
Since the start of community quarantine implementation, Mayor Eric Constantino has show consistency in the addressing the issues surrounding his municipality.
